Basic operating principle:

On circular needles, cast on 98 stitches and add 1 stitch on each side to close the rows.
Next, you need to take a weight and hang it in the center of the line. This will be the direction of the pattern.
Then you need to knit 24 rows of the desired height with a 1*1 elastic band. The higher it is, the higher the cap will be.
To create a fixed cuff, in the 24th row of the knitted elastic, you need to replace all the front loops with purl ones, and then in the next row, alternate front and purl ones until the end of knitting.
Next, you need to knit another 55 rows with a non-alternating elastic band.
